Document Description
The project consists of the installation of a 2-way left turn lane with 8-foot paved shoulders. Cuts will be made into the adjacent hillside and retaining walls installed to accommodate the widening of the road. Retaining walls and fill will also be placed on the downhill side of the road at some locations to accommodate the widening. Excess soil will be disposed of in a manner consistent with the approved Storm Water Pollution Control Plan and may be transported offsite for use as fill. Staging of construction equipment will be at the Terrace Drive right-of-way at the south end of Kodiak Court, or the paved surface adjacent to the Junction Shopping Center. The project also consists f the rehabilitation or replacement of drainage features on Tuolumne Road to accommodate the widening. No permanent right-of-way acquisitions are anticipated. This project is to improve public safety of motorists for an approximate length of 2,800 feet of Tuolumne Road.

Reasons for Exemption
After reviewing the project and its setting, the Environmental Coordinator for the County of Tuolumne has determined that the Phoenix Lake Road Improvement Project is categorically exempt from review under the California Environmental Quality Act pursuant to Section 15301 of the State CEQA Guidelines. The project includes the repair, maintenance and minor alteration of an existing roadway and involves negligible expansion of the existing use. None of the exceptions to the use of a categorical exemption found in Section 15300.2 of the State CEQA Guidelines apply to this project.
