The City Council adopted a Resolution authorizing the City Manager, or her designee, to execute a 25-year Power Sales Agreement (PSA) with the Southern California Public Power Authority (SCPPA) for a 12.5% share of the renewable solar energy, battery energy storage products, and associated environmental attributes from the Eland I Solar and Storage Center in Kern County, California.

Entering into a power sale agreement with SCPPA to purchase power generated from solar and/or battery energy storage systems is exempt from the California Environmental Quality Act (CEQA) pursuant to the General Exemption described in CEQA Guidelines Section 15061(b)(3). General Exemptions apply in situations where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
