The project consists of relocating Alma Helitack Base (19650 Santa Cruz Highway in Los Gatos) by executing a lease for existing hangar space, apparatus bay space, and office building within Moffett Federal Airfield operated by the National
Aeronautics and Space Administration (NASA). Two existing modular buildings, (48'x 60' and 24'x 60') will be removed and replaced with two new modular buildings, and three future modular buildings (30'x70') will be assembled on existing paved areas to support expanded operations within the next year.

Reasons for Exemption
This project consists of relocating the Alma Helitack Base by leasing existing hanger space, apparatus bay and two modular
office buildings within an existing operational airfield. Two new modular buildings will be constructed in 2020 to accommodate
the relocation and expansion of operations.
The leasing of existing structures falls under 14 CCR § 15301: Existing Facilities, Class 1. Consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The two new modular buildings fall under 14 CCR § 15 3 03: New Construction or Conversion of Small Structures, Class 3. Consists of the Construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and
facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.
