Document Description
The project is the awarding of the contract to prepare updates to the Land Use, Housing and Circulation Elements and either adopt an Environmental Justice Element or integrate its policies and goals into elements of the General Plan as required by Gov. Code §65302(h)(2). The project includes development of a Transportation Impact Fee and SB 743 implementation. Environmental analysis assessing the impacts of the proposed plans and documents will be competed in compliance with the California Environmental Quality Act (CEQA) prior to adoption of any of the project components. The environmental analysis will assess all projects concurrently, as each project will be interrelated to one another, and as such, their potential impacts will need to be measured together.

Reasons for Exemption
The awarding of the contract to prepare the Land Use, Housing and Circulation Element Updates, Environmental Justice Element/policy implementation, Transportation Impact Fee, and Senate Bill (SB) 743 implementation is covered by the general exemption rule (as provided in California Code of Regulations, title 14, section 15061 , subsection (b)(3)) that the California Environmental Quality Act (CEQA) only to applies projects which have potential for causing a significant effect on the environment. Because the action taken by the City Council only awarded the contract to prepare documents related to the general plan, which includes the preparation of the appropriate environmental documents, it can be reasonably seen that the contract award itself would not result in significant environmental effects.
