Document Description
The City of Shafter is proposing to install survey monuments within the existing right-of-way of streets in North Park and North Shafter for future street design work and upgrading the existing dirt shoulder for southbound Highway 43 between Mayer Lane and Tulare Avenue within the City of Shafter. The shoulder project is approximately one mile in length. Native soil within the work area will first be cleared and graded. Less than 200 cubic yards of soil will be disturbed through this project. A two-inch layer of decomposed granite or other roadway material approved by the State of California Department of Transportation will be spread over the work area after the soil preparation. The finished stabilized shoulder will be eight feet in width and match the elevation of the existing asphalt concrete pavement and graded to drain away from the pavement. All work will be performed within the public right-of-way.

The project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) of the CEQA Guidelines in that the City is only proposing to install survey monuments within the existing right-of-way of streets in North Park and North Shafter for future street design work and upgrading the existing dirt shoulder for southbound Highway 43, between Mayer Lane and Tulare Avenue, with an improved decomposed granite shoulder for dust reduction and safety purposes. The shoulder work is approximately one mile in length. No additional travel lanes are proposed for Highway 43. The project will not increase capacity on Hwy 43. No trees or structures will be affected or moved by the project. There is no sensitive species habitat, no record of sensitive species, wetlands, or historical structures within the subject right-of-way. Construction activities are required to meet all City regulations and standards for noise abatement and hours of operation.
