Class 2: Replacement and reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Class 11: Construction of minor structures accessory to existing facilities. Class 14: Minor additions to schools within existing school grounds where the addition does not increase student capacity by more than 25% or ten classrooms, whichever is less.
