Document Description
The proposed Three Rivers restroom project will be 288 Sq. Ft. and will provide accessible restrooms adjacent to the existing Three Rivers Historical Museum. The restrooms will be a replacement for the existing restroom located within the museum building. The new restroom will provide a men's, women's, and a family facilities and will be open to the public. The proposed restroom will be a stand-alone 288 square foot building with adjacent accessible parking spaces. A level pad will be constructed adjacent to the proposed restrooms to allow for additional future display spaces for museum proposes. Sewage disposal will be provided on site with an engineered system complying with all current requirements. The new restrooms will be connected to the existing on site domestic water system. Also, the project will require boring beneath SR 198 to access electrical power, as such, it will require a Caltrans encroachment permit. The general public (including visitors to Tulare County) would be the beneficiaries of the proposed Activity/Project.

Reasons for Exemption
As noted earlier, the Activity/Project is for construction of a publically accessible 288 square foot building to house a restroom (men's, women's, and a family facilities, including accessible parking spaces) adjacent to the existing Three Rivers Historical Museum. In addition, a level pad will be constructed adjacent to the proposed restrooms to allow for additional future display space for museum proposes. As such, the Activity/Project is exempt from CEQA pursuant to the Replacement or Reconstruction and New construction or Conversion of Small Structures Exemptions (14 Cal. Code Regs. Sections 15302 and 16303; respectively) on the grounds that it can be reasonably concluded that the Activity/Project (replacement of an existing restroom through construction of a new 288 square foot structure and new parking) will not have a significant effect on the environment. Therefore, it can be concluded that the use of Sections 15302 and 15303 for the proposed Activity/Project is appropriate and applicable.
