Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed installation of new pipelines and clean-out vaults cleaning in this segment of the NRW system have been determined to have no potential to cause significant adverse effects on the environment and will ensure that collection and transport of the non-reclaimable wastewater in the project area can continue to operate in an efficient and safe manner. Categorical Exemption Classes 1, 2 and 3 were determined to apply to this proposed project. For the Class 3 component of this proposed project the exceptions to the issuance of categorical exemptions have been evaluated for the proposed project. The proposed Philadelphia Force Main Improvements Project, Project No. EN23002 have been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Classes 1, 2 and 3 Exemptions.
