Document Description
The City proposes to install a storm water diversion junction structure along Ball Road at Western Avenue and just west of Knott Avenue, as well as a retention/detention system within the abandoned rail line owned by OCTA. This system will divert storm water flow from the main storm line on Ball Road, and draw storm water south along Western Avenue and then west along Sunview Drive, until it reaches the abandoned rail line. The infiltration system will allow the stonm water to percolate into the ground water, between Sunview Drive and.Ball Road.

Reasons for Exemption
The City Council finds and determines that the effects of the Proposed Project are typical of those generated within that class of projects ( i.e., Class 3 - New Construction), which consists of construction and the location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another use where only minor modifications are made in the exterior of the structure, including water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction, and that, therefore, pursuant to Section 15303 of Title 14 of the California Code of Regulations, the Proposed Project will not cause a significant effect on the environment and is, therefore, categorically exempt from the provisions of CEQA and no further environmental review is required.
