Document Description
This Project involves the construction a new 2,300ft2 building to act as the office for the Boggs Mountain Demonstration State Forest (BMDSF) located in Lake County. The construction will take place over the course of the next year. The facilities include a new administration building, located away from the airbase to reduce the noise impact from helicopter operations. Ground disturbing activities include leveling a pad for a new foundation and installation of new utilities including water lines and electrical line right of way associated with the construction project. Power lines will be installed aboveground, along the western property line with a 10' offset. Additionally, water lines will be installed underground, offset 5' from the power lines. The point of origin will be at the top corner of Oak Street in the Gifford Springs subdivision, and heading directly north through the corner lot owned by the Cobb Water District. In addition to the building construction a new entrance road and a parking area will be developed and paved. The entrance road access will be from forest road 530. A septic system and leach field will be developed to serve both facilities just southwest of the parking area and entrance road. An electrical service drop will be established to a new electrical meter and miscellaneous water line trenching will be required to supply the building and new water hydrant. The forest is substantially damaged due to the Valley Fire in 2015 and has been salvage logged extensively. A less than 3-acre conversion exemption from the Forest Practice Rules will be prepared by a Registered Professional Forester.

Reasons for Exemption
This project is consistent with the Class 3 Categorical Exemption § 15303 (new construction or conversion of small structures). This project will encompass tasks associated with the construction of a new 2,300 square ft. office. Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for this project, and furthermore conclude that no significant environmental impacts would occur. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, or to utilities and service systems. Documentation of the environmental review completed by the Department is kept on file at CAL FIRE's LNU Headquarters in St. Helena.
