Adoption of the proposed Ordinance is exempt from the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guidelines section 15061 (b)(3). Specifically, this Ordinance will not result in a direct or reasonably foreseeable indirect physical change in the environment because it is essentially a textual amendment setting forth the enforcement procedures for enforcement of prohibited activities and does not authorize the construction of any new structures or other physical changes to the
environment.
