Document Description
The State Water Resources Control Board (State Water Board), as the responsible agency, has issued a water supply permit. The District proposed Project provides upgrades to the existing reservoirs (Estado Z4 Reservoir and Talega Z1 Reservoir) to improve water quality, including these additional facilities:
• A PAX water mixer to each reservoir to improve water circulation within each reservoir
• Chloramine facility for each reservoir to improve water quality control
• New chemical piping connections to each reservoir.

Reasons for Exemption
The Project is categorically exempt from CEQA pursuant to CCR, Title 14, Section 15301 (f), Class 1 exemption for minor alteration of existing public facilities, involving no expansion of use, and addition of health protection devices for use in conjunction with existing facilities. The Project is also exempt pursuant to Section 15303(d), Class 3 exemption for construction of limited numbers of new, small structures; installation of small new equipment and facilities in small structures; and conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure within a water utility.
