Construct a new shed to house a backup generator, and install a new propane tank and associated infrastructure at the Water Treatment Plant (WTP) in D.L Bliss State Park to ensure emergency backup for the Water Treatment Facility and the State of Nevada Public Safety Communications Repeater in the park. Project consists of the minor alteration of existing private or public facilities, involving negligible or no expansion of use beyond current levels; the construction and location of limited numbers of new small facilities or structures and is listed as "Utility repairs or minor upgrades" and "Above-ground fuel and water tanks" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR §15300.4; and the minor public or private alterations in the condition of land, water and/or vegetation which does not involve removal of healthy, mature, scenic trees except for forestry purposes.
