Document Description
The project is limited to three encroachments. One encroachment is for stream bank restoration and riparian replanting of approximately 150 linear feet of Stansberry Creek. Work will include excavation , recontouring, stream bank stabilization, and revegetation of both stream banks with native plant species. One encroachment is for the construction of a left stream bank notch approximately 25ft in length and set approximately 2ft below the top of the stream bank to allow for overflow of the stream channel during large storm events; overflow will disperse into a gravel catchment basin approximately 100ft in diameter by approximately 2ft deep, that will be maintained throughout the life of this Agreement. Work for this encroachment includes excavation, recontouring and compaction of fill. One encroachment is for removal of riparian vegetation that has encroached at the inlet of the arch culvert located on Stansberry Creek at Lighthouse Rd. Work is limited to removal of vegetation that may impede stream flow at the culvert inlet and shall be limited to the use of hand tools.

Reasons for Exemption
This project is limited to 3 encroachments to permit culvert maintenance, stream bank restoration, and flood management in order to protect private and public infrastructure and reduce sediment input to nearby streams. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed . The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
