Easement for Right of Way and Pedestrian Access for a portion of Heacock Street, fronting the Heacock Street Truck Terminal Facility Project, just north of Cardinal Avenue. The Easement is needed for right of way for public pedestrian access purposes, over, upon, and across, and within the real property in the City of Moreno Valley.

CEQA; Section 15061 - Review For Exemption:(b) A project is exempt from CEQA if(3) The activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
The Grant of Easement for public right-of-way purposes is not a "project" under the California Environmental Quality Act ("CEQA"). The proposed action does not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, therefore, no further action is required under CEQA pursuant to Section 15061(b)(3) of the State CEQA Guidelines (14 CCR§ 15061(b)(3)).
