Document Description
The proposed project would provide guidelines for mixed commercial, professional office, hotel, and residential development (which would vary in housing type and affordability). The development standards and guidelines will address: permitted uses, building heights (that vary by location on the site), edge treatments, setbacks, aesthetic design features, open space requirements, circulation, and landscaping. The development standards and guidelines would apply to future development as the proposed project does not include development of projects on-site. The proposed project would include a general plan amendment and a specific plan.
Primary and secondary circulation within and to the project site would be similar to existing conditions, and would be provided through the 1-405 offramp and driveways along Balsa Avenue, Edwards Street, and Goldenwest Street. A pedestrian and bicycle gateway would be located at the northwestern corner of the site, north of the mall property in the Navy Railway easement. Additionally, future development of the Specific Plan must fit within the capacity of the existing roadway as road widening is not proposed.
The Draft EIR would analyze the maximum square footage and number of units (3,000 dwelling units, 425 hotel rooms, 1.2 million square feet of non-residential uses (retail and office), and a maximum height of 10 stories (including density bonuses). Final numbers in the Specific Plan may change depending on the findings of the environmental review.
