Document Description
The California Department of Fish and Wildlife (CDFW) has amended Streambed Alteration Agreement (EPIMS-RIV-33506-R6), pursuant to Fish and Game Code section 1602, for the Project Applicant IDI Logistics as represented by Brian Caris. The proposed Project is limited to 1) widen the existing channel (generally 80 feet wide, but up to 320 feet wide in some places) to a 550-footwide channel with 15-foot-wide access roads on each side, the velocities in the channel will be slightly reduced from an existing condition velocity of 5-6 cubic feet per second to a proposed velocity of 4-5 cubic feet per second due to the widening of the PVSD Channel; 2) the PVSD Channel will be deepened (by approximately four feet) and will transition with an engineered drop structure at the Eastern Municipal Water District (EMWD) right of way to a 440-foot-wide channel with a 56-foot-wide by 9-foot-deep channel, the proposed PVSD Channel right-of-way will be 495 feet wide and will also include 15-foot-wide access roads on each side and will be earthen except in the vicinity of the EMWD right-of-way and the engineered drop structure with concrete side slopes; 3) approximately 180,000 cubic yards of soil would be excavated from the floodplain adjacent to the existing PVSD and would be moved by earth scrapers onto the Rider 2 and Rider 4 project site to elevate much of that development site above the elevation of the 100-year floodplain; and 4) the proposed widening of the PVSD Channel will include the replacement of the existing Rider Street bridge over the Channel, the proposed bridge will be a five span continuous slab structure that is 260 feet long and 78 feet 6 inches wide, there will be four piers in the channel and two abutments at the banks, the abutments and pier columns will be supported by six 30-inch diameter cast-in-drilled hole concrete piles. The Amendment includes a decrease in temporary impacts associated with this Project, changes to the compensatory measures to reflect the change in temporary impacts, updated contact information for reporting measures, change in term date, the removal of an outdated exhibit labeled Exhibit 2, and the addition of two updated maps labeled Exhibit 2A and Exhibit 2B.
