Document Description
The City of Downey proposes to construct a series of raised medians as safety enhancements and to improve traffic flow and circulation along Paramount Boulevard, a major arterial road, between Firestone Boulevard and Florence Avenue. The project consists of removing existing striped median/pavement, installing raised concrete median island with landscaping and Irrigation, left-turn lanes, signage/striping, repair of miscellaneous concrete surfaces, AC pavement grinding and the construction of rubberized asphalt concrete overlay on lanes adjacent to the new median islands constructed. Once these improvements are completed, traffic throughput and safety along Paramount Boulevard will greatly Improve.

Reasons for Exemption
This project only involves the installation of raised median islands replacing the existing painted median, as well as minor street improvements Which fall under repair, maintenance, and safety improvements of existing public facilities, and does not involve any expansion beyond what is existing. Based on the attached, Exhibit 6-F, Categorical Exemption/Categorical Exclusion Determination Form, the State has determined that the project is a Categorical Exclusion under: 23 CFR 771.117(c): activity (c ){27).
