Document Description
This project will take place on Boggs Mountain Demonstration State Forest (BMDSF) in Lake County and involves 12.6 miles of road grading and ditch reestablishment, 1.4 miles of road resurfacing, replacement of two ditch relief culverts, installation of one new ditch relief culvert, rock armoring of the fill face at two critical dips, the construction of one new critical dip, and the removal of an old gate and ditch relief culvert. BMDSF was burned in the 2015 Valley Fire and was salvage logged during 2016. After several wet winter periods following the logging activities, the road system on BMDSF has heavily impacted.

Reasons for Exemption
This project fits under the CEQA Class 1 Categorical Exemption: Existing Facilities. The project consists of maintenance activities of an existing forest road system for public safety and ease of access. Activities would occur within the existing road prism. The areas where ground disturbing activities might occur are limited and are best described as minor in scope. Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, or to utilities and service systems. Documentation of the environmental review completed by the Department is kept on file at CAL FIRE's LNU Headquarters in St. Helena.
