Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (1600-2019-0189-R5), pursuant to Fish and Game Code section 1602, the project Applicant, the City of San Juan Capistrano. The project is limited to the stabilization of a portion of the southern bank of San Juan Creek (Creek) adjacent to the Rancho Mission Viejo Riding Park and the removal of an existing Arizona crossing in San Juan Creek. The stabilization of the southern bank of San Juan Creek adjacent to the riding park will incorporate ungrouted riprap armoring. The remainder of the stream bank will be excavated, recontoured, and compacted with a varying slope with a 2:1 maximum slope. An earthen berm will be constructed at the top of the stream bank adjacent to the riding park. The exposed riprap area will be planted with native trees. The recontoured streambank and berm will be actively restored with native vegetation according to a habitat restoration plan. The existing Arizona crossing removal portion will permanently remove all existing fill and construction debris (concrete, riprap, rubble, and nine metal culverts) associated with the crossing. The crossing area will be recontoured and left to passively restore with native vegetation. The trail access area adjacent to the riding park associated with the crossing will be recontoured and actively restored with native vegetation according to the project habitat restoration plan.
