This Notice of Exemption is for the encroachment of the applicant onto State Property in order to construct and conduct sampling on two groundwater monitoring wells and one soil vapor monitoring well. Installation and sampling activities will require the closure of the northern and southern shoulders of Highway 299.

The project consists of a minor alteration in land use. Average slope is less than 20% and would not result in any changes in land use or density. This Notice of Exemption is for the issuance of an encroachment permit. Project activities are also exempt under Section 15306 (Information Collection) for the collection of basic hydrogeologic data. Substantial environmental impacts will not occur due to project activities.
