The proposed Project consists of a Zoning Code Text Amendment to amend Chapters 23.26, 23.27 and 23.94 of the Elk Grove Municipal Code (EGMC) to facilitate the deployment of small cell communications facilities throughout the City. Staff has analyzed the proposed Zoning Code Text Amendment and Master Licensing Agreement (MLA) and has determined that no further environmental review is necessary pursuant to State CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan, General Plan, or Zoning for which an EIR was certified), Section 15301 (Existing Facilities), and Section 15303 (New Construction or Conversion of Small Structures). The proposed Project consists of amendments to the text of the EGMC to facilitate the deployment of small cell antennas and associated City, along with an MLA that addresses the processing of permits individual small cell facilities; their operation and maintenance; and their location, design and technical specifications.
