Document Description
On August 5, 2019, the Agency's Board of Directors authorized the Agency's General Manager to sign two agreements relating to the exchange of water and to take all
steps necessary to implement the exchange. The first of these agreements is an exchange agreement between the Agency, Ventura, and Casitas. Under the
agreement: (i) Ventura and Casitas will request that the Department of Water Resources ("DWR") deliver to the Agency, in calendar year 2019, Ventura and Casitas' 2019 Table A Water allocations from the State Water Project ("SWP") in the amount of 1,350 acre-feet and 650 acre feet,respectively, with such water to be delivered to the Agency from the SWP through facilities already in existence; (ii) the Agency would arrange for return deliveries to Ventura (675 acre-feet) and Casitas (325 acre feet) by December 2029 via infrastructure to be constructed, or, if infrastructure to deliver the return water does not exist by December 2029, the parties will reach an alternate arrangement; and (iii) the Agency would pay forty percent of Ventura and Casitas' fixed State Water Project ("SWP") costs for 2019. The water delivered to the Agency in 2019 pursuant to the agreement will be used, entirely within the Agency's service area, and the return . water deliveries to Ventura and Casitas shall be used entirely within their respective service areas. Ventura and Casitas do not currently have the infrastructure . necessary to take delivery of SWP water, but they have but they have begun a process to construct infrastructure that would enable them to do so. Ventura and Casitas' infrastructure project is separate and distinct from the agreements approved by the Agency's Board of Directors on August 5, 2019. The second of the agreements authorized by the Agency's
Board of Directors is a four-party agreement among the Agency, Ventura, Casitas, and DWR. This agreement serves to implement the first agreement by allowing DWR
to convey Ventura's water to the Agency, the Agency to schedule this water, and DWR to invoice the Agency for the water. The-project-approved-by the Agency's Board of Directors entails the two agreements, the exchange of water , contemplated by the agreements, and any future agreement I or approval necessary from DWR or any other entity for the I water exchange contemplated in the Water Exchange

I possibility that the activity in question may have a significant effect on the environment. Here, the Project is exempt from CEQA as there is no possibility that it will have any significant effect on the environment. The Project merely involves the transfer of an existing allocation of water between the Agency, Casitas, and Ventura. The Project does not increase the pumping of water or the ; intensity of water use, and the agreements do not require; any activity that could adversely impact the environment.
