The Department of Toxic Substances Control (DTSC) pursuant to authority granted under California Code of Regulations, Title 22, Division 4:5, Chapter 14 considered the renewal of the Hazardous Waste Facility Permit (Permit) for Southern California Gas Company (SCGC), Pico Rivera Base Facility (Facility). The Facility consists of an approximately 5,000- square-foot area within the thirty-one-acre SCGC parcel at 8101 Rosemead Boulevard, Pico Rivera, California. The Facility is used to store containers of hazardous wastes generated both onsite and of/site by SCGC activities. The permit renewal (the project) does not include any changes to the existing use or physical constructive changes, only the extension of the permit period for an additional ten years and administrative updates.

Reasons for Exemption
The project is an existing facility and renewal of the Permit allows the continued operations for the next 10-year term of the Permit with no expansion of use or physical alteration nor would the Permit create any need for operational or physical changes outside the Facility boundaries. DTSC has evaluated whether any of the exceptions to the categorical exemptions apply to this project, as described in Public Resources Code Section 21084(c), (d), and (e), and CEQA guidelines Section 15300.2. DTSC has determined that no exceptions to the categorical exemption apply to this project. Because no physical or operational changes are part of the project, no new effects are likely to occur that may create a significant effect upon the environment including the potential for creating a substantial adverse change upon a historical resource, if one were present.
