Document Description
This project will build a lifeguard observation tower to service Oceano Dunes SVRA, Pismo State Beach, and adjacent beach operated by the city of Pismo Beach. The tower will provide life safety service year round and during high water events. The 230 square foot tower will be located near the existing Grand Avenue Entrance Kiosk, on top of an existing non-historic restroom. All work will be done within the existing developed footprint of the restroom and surrounding walkway. The building site is surrounded by environmentally sensitive habitat area, and falls within the city of Grover Beach Local Coast Program and permitting jurisdiction. During construction, heavy equipment will be delivered at the Grand Ave Entrance and driven on to the dune using an existing maintenance drive isle to the back of the restroom. An existing parking lot near the building will be used for staging during the building construction. With the addition of the second story lifeguard tower, the overall building height will be taller. The new lifeguard observation tower will be 23 feet above finish floor. The existing restroom below the lifeguard tower will be renovated for accessible compliance, the elevations will be similar with new doors and new surrounding concrete walkway. The existing foundations will be retrofitted with a large perimeter grade beam and deep piers at the new exterior walls. All of the excavation will occur within the existing concrete walkway footprint, with the exception of the west low wall, where a few inches beyond the existing footing will occur to accommodate material to support concrete framework. An archaeological monitor will be required during excavation.
