Document Description
Water Authority staff discovered Pipeline 4 to be leaking within Moosa Creek. The Water Authority's second aqueduct, which contains Pipelines 3, 4 and 5, runs through this area. In addition, Rainbow Municipal Water District has a pipeline in the immediate area. Catastrophic failure of Pipeline 4 could result in considerable environmental damage and potentially risks damage to Pipelines 3 and 5, and Rainbow's pipeline. Pipeline 4 is a vital component of the Water Authority's treated water system and delivers treated water from the MWD delivery point down to Lower Otay Reservoir. Pipeline 4 is supplied by MWD's Skinner Water Treatment Plant, Twin Oaks Valley Water Treatment Plant, and the Carlsbad Desalination Plant. Failure of Pipeline 4 would significantly impact the Water Authority's ability to provide treated water service to all its member agencies and could result in mandatory water restrictions. Because of the very high operating pressure of the pipeline in this area and consequences of failure, an emergency has been declared in accordance with SDCW A Administrative Code, to immediately begin the work planning, shutdown and repair of Pipeline 4 to mitigate the present risks and prevent further loss.
