Document Description
The project is limited to 3 encroachments (Table 1). The 3 proposed encroachments are to replace the existing structures. Work for these encroachments will include excavation, removal of the failing culverts, replacement with new properly sized culverts, back-filling and compaction of fill, and rock armoring as necessary to minimize erosion.

Reasons for Exemption
The project replaces a existing culverts with an appropriately sized culvert for 3 road points of a Natural Resource Conservation Service, VMET Project. The new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15302. There are no hazardous materials at or around the project site that may be disturbed or removed. The project would not constitute an expansion of use.
