During the severe storm events that occurred.in early 2017, approximate]y 2,000 feet of gravel shoulder were washed out along County Road 39 from County Road 99W to 1.3 miles to the East The emergency work for this project included flood monitoring, road closure management, and shoulder repair to reestablish lines and grade.

Reasons for Exemption
The project is Categorically Exempt pursuant to Section 15269(a) of the California Environmental Quality Act (Emergency Projects). Section 15269 exempts projects that involve maintaining., repairing, demolishing, or replacing property or facilities damaged or destroyed as a re$ult of a disaster in a disaster stricken area in which a state of emergency has been proclaimed by the Governor pursuant to the California Emergency Services Act. All the damage to the mad shoulders occurred during the January and February series of storms that hit California and that Governor Brown proclaimed a disaster pursuant to Governor Proclamations on January 23, 2017 and March 7, 2017. The project is Categorically Excluded frmn NEPA according to Title 40., Chapter V, Part 1508, Section 1508.4 and Title 23t Chapter I, Part 771 Section 77]. l 17(c)(9) of the Code of Federal Regulations (CFR), because the project will not individually or cumulatively have a significant effect on the human environment, and there are no extraordinary circumstances indicating that effects of the proposal may be significant.
