During the severe stonn events that occurred in early 2017, approximately l ,600 feet of gravel shoulder were washed out along Cow1ty Road 39 between County Road D and County Road 99W. The emergency work for this project included flood monitoring, road closure management, and shoulder repair to re-establish lines and grade.

Reasons for Exemption
The project is Categorically Exempt pursuant to Section 15269(a) of the California Environmental Quality Act (Emergency Projects). Section 15269 exempts projects that involve maintaining, repairing, demolishing, or replacing property or facilities damaged or destroyed as a result of a disaster in a disaster stricken area in which a state of emergency has been proclaimed by the Governor pursuant to the California Emergency Services Act. All the damage to the road shoulders occurred during the January and February series of stonns that hit California and that Governor Brown proclaimed a disaster pursuant to Governor Proclamations on January 23, 2017 and March 7, 2017. The project is Categorically Excluded from NEPA according to Title 40, Chapter V, Part 1508, Section l 508.4 and Title 23, Chapter 1, Part 771 Section 771.117(c)(9) of the Code of Federal Regulations (CFR), because the project will not individually or cumulatively have a significant effect on the human environment, and there are no extraordinary circumstances indicating that effects of the proposal may be significant.
