The project is exempt under CEQA Section 15301 (b) Existing Facilities, Class 1, repair and maintenance of existing public facility involving no expansion of use. The existing facility involves publicly owned utilities used to provide treated water service. The project is also exempt under CEQA Section 15302(c), which exempts "replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacities".
