Reasons for Exemption
Section 15061 (b) (3) of the California Environmental Quality Act (CEQA) applies to activities covered by the general rule that CEQA applies only to projects, which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. In accordance with section 15004 (4) of CEQA guidelines, while mere interest in, or inclination to support, a project does not constitute approval, a public agency entering into preliminary agreements regarding a project prior to approval shall not, as a practical matter, commit the agency to the project
