Document Description
The Project, as modified in Addendum No 1, would construct approximately 1,400 linear feet of potable water pipeline to consolidate the De Leon Ranch small water system (SWS) (APN 763-370-026) into CVWD’s existing potable water system. The Project would be located on a dirt road north of Soto Street between Soto Water SWS and De Leon Ranch SWS. Consequently, CVWD would not need to construct approximately 4,600 linear feet of pipeline within Fillmore Street and Avenue 55 to consolidate De Leon Ranch, as originally proposed in the Valley View Mobile Home Park Water Consolidation Project MND. This change results in a reduction of approximately 3,200 linear feet of pipeline from the De Leon Ranch alignment. This Notice of Determination is to advise that the CVWD’s Board of Directors approved the above-described project on July 11, 2023, and has made the following determinations regarding the above-described project: 1. The Project will not have any significant effect on the environment. 2. A MND was prepared and certified for this project pursuant to the provisions of the California Environmental Quality Act (CEQA) and reflects the independent judgment of the Lead Agency. 3. Mitigation measures were made a condition of the approval of the Project. 4. A Mitigation Monitoring and Reporting Program was adopted as part of the Project. 5. A Statement of Overriding Considerations was not adopted as part of the Project. 6. Findings of Fact were not made pursuant to the provisions of CEQA. This is to certify that Addendum No. 1 to the Valley View Mobile Home Park Water Consolidation Project MND and Subsequent MND is available to the general public during normal business hours at CVWD’s Steve Robbins Administration Building, located at 75-515 Hovley Lane East, in Palm Desert, CA, 92211 and at online at www.cvwd.org/368/Environmental-Documents.
