The project consists of the replacement of an existing manhole with a pressure clean-out in El Prado region Park in the City of Chino, and the placement of an overflow box to the Santa Ana River Interceptor (SARI) line, in an existing Manhole located at the intersection of Pine Avenue and Johnson Street.

Ave. and Johnson Street at approximate 7301 - 7399 Pine Avenue, and in Prado Regional Park, located approximately 180 L.F. to the south-east of the Preserve Lift Station at coordinates 33.949069 by -17 .643828.

Reasons for Exemption
The State CEQA Guidelines provide a series of Statutory Exemptions for actions that have been deemed by the State Legislature to be exempt (not subject to) from the California Environmental Quality Act (Cf.QA). The proposed emergency replacement of an existing manhole on the City of Chino sewer main and installation of a new connection to the SARI line has been determined to qualify for a Statutory Exemption under the State CEQA Guidelines, section 15269(b). Statutory Exemption 152369(b) exempts"(b)Emergency repairs to publicly or privately-owned service facilities necessary to maintain service essential to the, public health, safety or welfare. Emergency repairs include those that require a reasonable amount of planning to address an anticipated emergency.The proposed manhole replacement and connection to the SARI line has been determined to not fall under the jurisdiction of CEQA and the State CEQA Guidelines because these activities fall within the scope of the criteria listed in Section 15269(b). Therefore, this action qualifies with the requirements for a Statutory Exemption In compliance with Section 15269(b) of the State CEQA Guidelines.
