Document Description
The Northstar Community Services District currently maintains 17.89 miles of earthen trail as part of the Tompkins Memorial Trail (TMT}) network. The TMT network is largely developed; however, from time to time minor extensions are proposed to provide connectivity between existing neighborhoods and newly developed subdivisions. Extensions are developed as 5-foot-wide unpaved, native earth trails, and construction activities occur within an approximately 8-foot-wide area of disturbance. Maintenance of the TMT network occurs regularly in the summer months.

Reasons for Exemption
Under 14 CCR§ 15304 (b), minor alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees are exempt from CEQA requirements . The earthen trails are landscaping features constructed and maintained with minimal disturbance to land. Based on staff analysis, it was determined that no adverse environmental impacts would occur as a result of the proposed project and none of the exceptions to Categorical Exemptions set forth in 14 CCR § 15300.2 apply to this project.
