Allow the construction of an Arco Mini-Mart with two (2) inside fast food restaurants, ten (10) multi-fuel dispensers, and a fuel canopy on a 2.92-acre parcel in the M-1-C (Light Manufacturing, Conditional) Zone District Additionally, a variable width shall be irrevocably offered as additional right-of-way for Brawley Avenue along the project frontage.
The project site is located on the northeast corner of Brawley Avenue and State Route 180 (APN: 326-090-35) (70 N. Brawley Avenue, Fresno, CA).

Reasons for Exemption
The project is being considered under a ministerial action for a use that is permitted by right. The irrevocable offer is an instrument to be utilized to set an amount of land along the project frontage for road expansion purposes in the future. No development for the road is being considered with the irrevocable offer. The project is not located on or near a flood hazard of hazardous waste facility. County records showing the project site not in an archaeological sensitive area and evidence of past ground-disturbance indicates that there is no presence of cultural or historical resources on the project site.
