The purpose of the project is to prevent the loss or impairment of life, health, property, and essential services. The project is needed as the Caltrans Office of Geo-technical Services has determined the slope is unstable and has a high potential of sliding with the commencement of the winter season. The slope stabilization activities must occur during the dry season as it becomes too hazardous for construction personnel during the wet season.
The California Department of Transportation (Caltrans) will stabilize a slide area located on State Route (SR) 96, between post mile (PM) 36.9 and 37.3, in Siskiyou County.

Reasons for Exemption
The project is an emergency because of the high potential for a slide with the commencement of the winter season. A slide onto the road way would imperil life and property and cut off local disadvantaged rural communities from vital services such as, health care, food, and education
