Document Description
To improve and ensure safe and reliable electric service in the City of Sacramento and Sacramento County, Sacramento Municipal Utility District (SMUD) will be replacing the wires on a series of 37 poles and towers located between the Proctor and Gamble substation and the Hurley bulk substation. The project length is approximately 6 miles and occurs over various landscapes including roads, parking lots, landfill, aggregate mining, and parkways. Trucks equipped with line tensioners will be positioned within 300 feet of ten poles/towers. The work area for these locations will be approximately 1.5 acres. All work locations where tensioning equipment will be used are above ground and will not require ground disturbance. Additional trucks and equipment will be located at each pole/tower location to string
the wire and install new hardware. Where roads are unavailable trucks will drive over grass or sidewalks. Where wires will be strung over roadways temporary guard structures with netting will be built to ensure that if the wire falls then it will land on the netting and not foul the roadway. The guard structures are a single pole with cross arms and netting that spans the width of the roadway. The guard structures are installed in a single hole that is 2-3 feet across and 7-8 feet deep. The soil excavated from the holes will be stored onsite on dirt tarps covered with straw waddles and will be re-used to fill the holes once the guard structures are removed. Any sensitive areas such as potential habitats or seasonal water features will be avoided. For
locations of the poles/towers located within the parkway and or adjacent to the river, avoidance and minimization measures will be implemented to protect sensitive biological resources and all workers will receive environmental awareness training prior to construction start. No trees are proposed for removal however trimming trees may be required to access certain elements of the poles/towers. The City of Sacramento's Urban Forestry department will be contacted to provide work plans in advance of any tree trimming that may be required for private protected or City owned trees. Traffic control plans will be implemented to ensure public and worker safety. Construction is scheduled to take approximately three and a half months beginning in the October time-frame and concluding at the end of January 2020 or soon thereafter, weather permitting.

Reasons for Exemption
Under CEQA Guidelines § 15062, a lead agency must identify the rationale for making the determination that a project is exempt under CEQA. SMUD has determined that the Proctor Hurley Line Re-Conductor Project is exempt under CEQA Guidelines § 15302, Replacement or Reconstruction, which reads, "Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to ( c) Replacement or reconstruction of existing utility systems and/or
facilities involving negligible or no expansion of capacity." And § 15303, New Construction or Conversion of Small Structures, which reads, "Class 3 consists of construction and location of limited numbers of new, small facilities or structures ... " and "(d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction." The Proctor Hurley Line Re-Conductor Project involves the replacement of components on existing structures and construction of limited new small facilities, and therefore is considered exempt in accordance with CEQA Guidelines §15302 and §15303.
