Reasons for Exemption
The adoption of Ordinance No. 2019-6-1 is statutorily exempt from CEQA review and under Public Resources Code section 21080(b )(8) and State CEQA Guidelines section 15273 because the Treatment Charge increase is necessary and reasonable to fund the administrative, operation, maintenance, and improvements of the District's wastewater system, as necessary to maintain service within the District's existing service area. The Treatment Charge will not be used to expand the District's service system or area.
