The purpose of this project is to install and operate an advanced heat recovery system at the Recipient's meat processing facility. The heat recovery system will be incorporated into an existing, large-scale transcritical carbon dioxide refrigeration system in order to recycle waste heat for use in a singer system resulting in reduced onsite greenhouse gas emissions, energy consumption, a~d operating costs.

Reasons for Exemption
This project will install an advanced heat recovery system at the Yosemite Foods meat processing facility in Stockton, CA. This project will involve minor alteration of existing facilities and mechanical equipment at an existing food processing facility and will result in no expansion of the existing use. The heat recovery system consists of circulation pumps, storage tanks, heat exchangers, piping and fittings, insulation, and associated control systems. The materials used to construct the system are chemically inert, not hazardous to human health, and do not have a significant effect on the environment. The project will not have a significant impact on local air quality, noise, or traffic, and is expected to reduce local criteria pollutant emissions. For these reasons, the project will not have a significant effect on the environment and falls under the categorical exemption listed in 14 C.C.R. § 15301.
