Bakman Water Company- Rolling Hills will drill a 400-gallon per minute, 460-foot deep well, Well 4, to replace Well 1, a 670-gpm, 862-foot deep well. Well 1 will be decommissioned. An eight-foot diameter, 23-foot-long, 7,500-gallon hydropneumatic tank and a 10-foot tall, 1 00-ft^2 chlorination building will be installed. A five and four tenths-foot^2, 50-foot deep septic seepage pit will be relocated, and 100 feet of four-inch septic system piping will be installed. Three hundred twenty feet of eight-inch piping will be installed to connect the well, the new chlorination system, new hydropneumatic tank, and existing main. Six thousand, three hundred feet^2 of rock will also be installed on the site. The Project will provide for the operation of the system.

Reasons for Exemption
The replacement of the well, installation of the tank, chlorination building, septic seepage pit, piping, and rock is Class 1, additions to existing structures provided the additions do not result in an increase of more than 1 0,000-feet^2 where all public facilities and services are available to allow for maximum development in the General Plan and the area in which the project is located is not environmentally sensitive, (Section 15301 (e(2)). Replacing Well 1 with Well 4, is Class 21 replacement of existing facilities involving no expansion of capacity (Section 15302 (c)}. The new hydropneumatic tank, chlorination building, and seepage pit consists of Class 3, the construction of a limited number of new small facilities or equipment, (15303 (c), >2,500 feet). The septic and water system piping is Class 3, water mains and sewage mains of reasonable length to serve such construction , (15303 (d)}. The 6,300 feet^2 area of rock that will be added to the site, is considered Class 4, new landscaping, {Section 15304 (b)).
