Class 1: Operation, repair, or minor alterations to existing public structures, facilities, or topographical features involving no or negligible expansion of use. Class 2 : Replacement and reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Class 14: Minor additions to an existing school building within existing school grounds where the addition does not increase original student capacity by more than 25% or ten classrooms.
