Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2018-0386-R1 , pursuant to Section 1602 of the Fish and Game Code to Mr. Semen Beznosov. The project is limited to five encroachments. All five encroachments are proposed to meet Humboldt Counties requirements commercial cannabis Retirement, Remediation, and Relocation Program (RRR). The proposed encroachments include removal of infrastructure at a point of diversion (POD), realignment of a diverted stream to its original channel, and decommissioning of three road/stream crossings. Work for these projects will include
excavation, removal of fill, reconstruction of a stream channel, revegetation, and rock armoring as necessary to minimize erosion.

Reasons for Exemption
The single proposed will decommission a road/stream crossing. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
