Document Description
The proposed project consists of improvements along Voigt Drive and Lyman Lane, including the Voigt Drive/Lyman Lane intersection, south along Lyman Lane to the Sixth College Apartments, east along Voigt Drive to the eastern abutment of the Voigt Drive Bridge/I-5 overcrossing, and west along Voigt Drive to the Voigt Drive/Matthews Lane intersection. The project, located adjacent to the UC San Diego Pepper Canyon Blue Line Trolley stop (currently under construction), will improve bicycle, pedestrian, and vehicular circulation. The project would install a roundabout at the Voigt Drive/Lyman Lane intersection ( currently a 3-way stop sign); a vehicular turnaround along Lyman Lane; and other roadway and streetscape improvements including bicycle lanes, crosswalks, shuttle access, and signage/wayfinding elements. The project also includes utility (water and gas) relocation's and improvements and landscape and hardscape improvements. The Lyman Lane turnaround will require demolition of the Warren Field House facility situated just south of Voigt Drive. All work will be within the existing roadways and immediately adjacent developed area.

Reasons for Exemption
Based on the above project description, the Voigt Drive Circulation Improvements project is classified as exempt from the provisions of CEQA under Section 15301 Existing Facilities because the project involves alterations to existing streets that do not create additional automobile lanes. It also qualifies as exempt under Section 15304 Minor Alterations to Land because the project consists of minor alterations to the condition of land which does not include the removal of mature, scenic trees. None of the exceptions to an exemption apply.
