Approval of Permit No. 19445-5, under California Code of Regulations, Title 23, Article 3, Section 6, for work within an adopted plan of flood control: To perform habitat restoration activities as part of the Lower American River (LAR) Anadromous Fish Habitat Restoration Project – River Bend site. Project activities include excavating and grading 7,021 cubic yards (CY) of on-site material to enhance approximately 640 linear feet of the existing side channel and approximately 845 linear feet of new side channel and adjacent floodplain habitats and habitat benches (totaling 2.02 acres); excavating and grading 485 CY of on-site material from a 0.59-acre section of the existing gravel bar for seasonal rearing habitat enhancement; placing 2,080 CY of gravel and cobble on the 0.59-acre section of the existing gravel bar; placing 7,405 CY of gravel and cobble in the LAR for spawning riffle creation (totaling 3.09 acres); placing 35 instream woody habitat structures and planting of 2.29 acres of flexible riparian vegetation along the margins of the habitat benches and within the gravel bar; and establishing temporary site access routes and a staging area. The project will result in a net import of 1,979 CY of material from outside of the American River Designated Floodway.
