Approval of Permit No. 19445-4, under California Code of Regulations, Title 23, Article 3, Section 6, for work within an adopted plan of flood control: The City proposes to perform habitat restoration activities as part of the Lower American River (LAR) Anadromous Fish Habitat Restoration Project - Upper River Bend Phase 1 site, previously authorized under Programmatic Letter of Permission 408-SPK-2022-0009. Project activities include excavating, sorting, and grading 44,911 Cubic Yards (CY) of material to create a 2,200-foot-long side channel; in-channel grading and placement of 23,378 CY of onsite-generated gravel and 6,572 CY of cobble to create a spawning riffle; placing 4,670 CY of excess gravel on-site; excavating 3,331 CY of material to create a 420-foot-long alcove habitat; establishing temporary site access routes; placing 43 instream woody habitat structures; and planting 3.7 acres of shaded riverine aquatic vegetation (such as willows) along project margins. 5,473 CY and 543 CY of gravel will also be used as backfill fill to achieve design grade in the side channel and alcove habitat, respectively. The project design will generate a cumulative total of 7,606 cy of excess grading material from the Designated Floodway that will be hauled out of the Floodway for disposal.
