California's vapor recovery program controls emissions associated with the storage and transfer of gasoline from storage tanks at terminals or bulk plants to tanker trucks, from tanker trucks to storage tanks at Gasoline Dispensing Facilities (GDF), and from GDF tanks to the vehicle's fuel tank during vehicle fueling. Phase II vapor recovery controls focus on reducing emissions during vehicle fueling by end consumers as gasoline travels from a storage tank, through a dispenser and into a vehicle. These proposed amendments are to one of the Aboveground Storage Tank (AST) vapor recovery certification procedures and definitions that affect applicability requirements for existing AST GDFs required to upgrade to Phase II Enhanced Vapor Recovery systems, and would establish a delayed compliance schedule for certain existing AST GDFs.
