Document Description
The Project includes the development of a 4.12-acre parcel, of which 3.83 acres are undeveloped, to construct a 96-unit affordable housing apartment complex including a parking areas, utilities, sidewalk, and landscaping. Project activities include grubbing and grading of the entire 3.83 acres of undeveloped land, trench digging, tree removal, and other activities within the approximately 4.12-acre Project footprint (Figure 2). Additionally, the amended Project includes the installation of a 24-inch-diameter high density polyethylene storm drainpipe within a 0.12-acre area that is 10-foot-wide and approximately 502 feet long where it will connect to an existing 36-inch-dimater storm drain. The Project will take approximately 12 to 16 months to complete. The Project will result in permanent impacts to 3.83 acres of California tiger salamander (CTS, Ambystoma californiense) habitat. The amended Project includes additional temporary impacts to 0.12 acres of CTS habitat for installation of a storm drainpipe. The Project is expected to result in incidental take of California tiger salamander, which is designated as a threatened species under CESA. The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation. CDFW issued the ITP Amendment No. 1 based on the CEQA addendum prepared by the Lead Agency for the Project.

The Project is located at 3422 Santa Rosa Avenue on the southeast corner of Santa Rosa Avenue and East Robles Avenue south of the City of Santa Rosa in Sonoma County. It is bordered to the north by high density residential and commercial development, to the west by high density residential and commercial development and Highway 101, by to the south by mostly undeveloped, vacant lands and a restaurant, and to the east by residential development and Todd Creek.
