- CEQA Guidelines Section 15301 exempts from CEQA review projects that would involve negligible expansion of an existing use. The 1,400 square foot annex would increase the size of the building area on the plant site by less than 1 %. The parking lot would improve safety for current employees and increase the amount of impervious surface on the 24-acre plant site by 2%. The site does not meet any Exceptions under 15300.2.
