The project is located on the south end of the community of Aspendell. It begins at parcel APN#014-350~03 and will run west under Highway 168 to connect to the rest of the water system.

Reasons for Exemption
This is a pipe replacement project for the Aspendell Mutual Water Company. Much of the pipe will go into already existing trenches. One section will go under Highway 168 by trenching. The project will not cause impacts or new disturbance to the project area or disturbance in addition to that of the Highway. The Inyo County Building and Safety Department is the approving agency for a ministerial building permit.
