Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2018-0788-R1, pursuant to Section 1602 of the Fish and Game Code to the City of Willits, represented by Stephanie Garrabrant-Sierra. The project is limited to one encroachment. A new storm drain outfall pipe will be installed approximately 20 feet downstream of the original pipe, with the outfall approximately two feet below 10-year flood height of Mill Creek. The bank around and below the outfall will be stabilized with rock slope protection, and willow staves will be
planted throughout this protection area. Other disturbed ground will be protected by anchored, biodegradable erosion control blanket or jute netting, and planted with will.ow staves. A limited amount of rock may be used above the pipe as necessary. The original, failing outfall pipe will be abandoned in place. A cavity caused by and beneath this pipe may be protected with a log revetment or willow wall. The work area will be isolated from the waters of Mill Creek and turbid water will be pumped into the local sewer system.

The project replaces and relocates a storm drain pipe outlet. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project is a minor alteration to land, water, and vegetation, and does not remove any trees.
